This phenomenon is so extremely rare, which is definitely a factor in why people classify it as beautiful, or a phenomenon ... kinda self explanatory.  I personally have observed something similar but it is referred to as a halo.  That is when the circular rainbow hovers around the sun.  In the situation pictured above, the sun is almost directly opposite to the rainbow.  These can basically only be viewed from an elevated location, so airplanes are the place to go for viewing it.  The way the raindrops reflect the sunlight to fabricate this effect is truly amazing and I hope to witness one at some point in my life.
